The Doom and Gloom

In 1971, population biologist Paul Ehrlich estimated that if human numbers kept increasing at the high rates of the time, by around 2900 the planet would be teeming with sixty million billion people (that’s 60,000,000,000,000,000). But the rate of population rise actually peaked in the 1960s and demographers expect a leveling-off of human numbers this century.

No kidding. If the current growth rate continued, in 130 years Pakistan’s population will be equal to the population of world today.

The population of Pakistan in mid-2004 was 159.2 million, births per 1000 are 34 and deaths per 1000 are 10. Pakistan’s rate of natural increase in population growth is 2.4 percent, and projected population in the year 2025 and 2050 would be 228.8 and 295.0 million, respectively. The projected population change in 2004-2050 would be 85 percent.

In 1950 Pakistan had a population of about 40 million people. Since then it has grown many times. But the real population explosion in Pakistan will only come over the next few decades, because the country not only has a very young population, but also still an extremely high fertility - much higher. These large numbers of children and young adults will soon come into reproductive age and will produce a large number of offsprings.

The latest facts and figures state that future population prospects are shaped in large part by the age profile of its citizens. More than half of Pakistan's population is below the age of fifteen; nearly a third is below the age of nine. Pakistan is one of the few countries in the world with an inverse sex ratio: official sources claim there are 111 men for every 100 women. The discrepancy is particularly obvious among people over fifty: men account for 7.1 percent of the country's total population and women for less than 5 percent. This figure reflects the secondary status of females in Pakistani society, especially their lack of access to quality medical care.

In population Pakistan ranks sixth in the world and its land area stands at thirty-second position among nations. Thus Pakistan has about 2 percent of the world's population living on less than 0.7 percent of the world's land. In the year 2050, Pakistan would continue to gracefully stand elevated among top 5 population giants. Pakistan cannot be pulled out of the poverty trap with 3 million additional births every year.

Pakistan is poised to more than double its size by 2050 even as supplies of water, forests, and food crops are already showing signs of strain and other species are being squeezed into smaller and smaller ranges.

A huge consumption gap exists between industrialized and developing countries and Pakistan. The world's richest countries, with 20 per cent of global population, account for 86 per cent of total private consumption, whereas the poorest 20 per cent of the world's people account for just 1.3 per cent.

A newborn in the USA or Europe will put greater pressure on the Earth’s carrying capacity than a whole family of newborns in Pakistan. Numbers and the Earth’s ability to provide are increasingly framed by the realities of gender relations. It is now generally agreed that while enabling larger numbers of women and men to use modern methods of family planning is essential, it is not sufficient. By expanding the choices and capacities of women, a central thread can be formed in the population story. Consumption—what we need and what we want—is, too.

Pakistan's people are not evenly distributed throughout the country. There is an average of 146 persons per square kilometer, but the density varies dramatically, ranging from scarcely populated arid areas, especially in Balochistan, to some of the highest urban densities in the world, such as Karachi and Lahore.

Municipal governments in Pakistan are least able to muster the human and financial resources to contend with these problems, especially when the poorest, non-taxable segment of the urban population continues to grow rapidly.

The risks of instability among youth may increase when skilled members of elite classes are marginalized by a lack of opportunity. It isn’t difficult to find contemporary parallels. The collapse of the Communist regime in the Soviet Union in the early 1990s was partly due to the mobilization of large numbers of discontented young men who were unable to put their technical education to use due to party restrictions on entering the elite.

The greatest challenge before government hence is the need to tackle the underlying factors contributing to discontent among young people, including poverty and the lack of economic opportunity. It can address part of the risk associated with youth unemployment by investing in job creation and training, boosting access to credit, and promoting entrepreneurship.

Eventually, however, the only way to achieve the necessary long-term changes in age structure will be through declines in fertility. Government can facilitate fertility decline by supporting policies and programs that provide access to reproductive health services and by promoting policies that increase girls’ educational attainment and boost women’s opportunities for employment outside the home.

The stewardship of the planet and the well-being of its people are a collective responsibility. Everywhere we face critical decisions. Some are about how to protect and promote fundamental values such as the right to health and human dignity. Others reflect trade-offs between available options, or the desire to broaden the range of choice. We need to think carefully but urgently about what the choices are, and to take every action that will broaden choices and extend the time in which to understand their implications. We need a decision today not just to bring down the birth rate but also to attain a balance between resources and population. Cutting out a Sustainable Economy

The choice of who allocates resources is crucial. We see spectacular examples of government mismanagement. The market should be left free to allocate resources. Markets alone can assemble and convey essential information about security and value. Prices and profits will work to maximize production and minimize resource use.

Market mechanisms are sufficient to protect forests, for instance. Growing scarcity will drive up the price of wood, reduce consumption, as well as prompt landowners to plant more trees in anticipation of higher prices.

Traditional economics asks how to produce what for whom. Sustainable economics examines these same questions, but includes future generations in the ‘for whom.’ It asks how irreplaceable resources—water, air, soil, and fish and wildlife—can be adequately conserved. It also recognizes that economic mechanisms that do not efficiently and equitably satisfy human needs are not likely to be sustainable.

Sustainable economics analyze issues complicated by politics, ideology, and nationalism. It tries to ascertain what works to make resource use more efficient. How do people behave in relation to their, natural resources? How does a country’s economic system alter its prospects for survival? Measuring national performance in food security, energy efficiency, environmental pollution and equity can form the beginnings of an answer.

The issue is not socialism versus capitalism; it is the efficacy with which economic systems achieve their intended ends. Ideally nations could be graded for degree of market orientation and assessed for changes in resource use. But no one has invented a grading system for economic philosophy or environmental sustainability. It is instructive, nonetheless, to categorize nations as centrally planned or not and to assess their resource-use efficiency. A centrally planned economy is one that through price controls, state ownership, or allocation of capital effectively, managers more than half of a nation’s industrial and agricultural production.

From the end of World War 11 until a few years ago, centralized state planning has served as a model for almost half the world. Newly independent developing countries faced with the choice between centralized control and market orientation usually chose the former. That their foreign ruler had been capitalists turned them against market systems, while the tradition of colonialism eased the transition to tight central control. In the postwar era, many military states and even most market-orientated nations also expanded the role of government in the day-to-day management of their economies.

The world today is at a turning point in economic management. The abrupt Chinese shift to market mechanisms is the most dramatic example, not only because of the vast number of people affected, but because of the reform’s spectacular early successes. Many African nations, plagued with agricultural decline, have begun to extend market incentives for agriculture. Latin Americans, burdened with debt, have moved to sell off state-owned companies. Meanwhile the Soviet Union, its confidence in uninterrupted growth shaken, is debating the need for economic reform. Ironically, although Western governments have also begun to sell off state-owned concerns, they increasingly subsidize private agriculture, restrict trade, and permit concentration of economic power in industrial conglomerates.

The efficiency with which nations produce food and consume energy provides a useful indicator of their progress toward sustainability. Countries of all political stripes seek to avoid excessive dependence on food imports. Air and water pollution and land degradation are closely associated with agricultural production and energy-use efficiency. Thus, if market pricing and competition provide greater efficiency, both economists and environmentalists have a stake in the changing role of the market in the world’s economies.

Some environmentalists reject both markets and bureaucratic planning as incapable of dealing with the crisis of sustainability. Putting a sober twist on an old joke: ‘In capitalism, man exploits man; in socialism, it’s the other way around,’ they say both exploit nature. But important differences exist between systems, as shown by comparing their efficiency in agricultural production.

Agricultural production can critically affect the consumption and disruption of resources—water, wood, and air. Soil erosion and deforestation can result from low agricultural productivity if new, marginal lands are pressed into production to make up for lost potential. Overuse of chemicals can cause water pollution. Efficiency is consequently an essential ingredient of agricultural sustainability. Economists define efficiency, roughly, as maximizing output while minimizing input. When farmers produce a given value of grain with a least-cost combination of land, labor, fertilizer, and machinery, production is efficient. When grain production increases faster than consumption of the inputs, productivity and the outlook for sustained production improve. When productivity declines, a society is headed for trouble. Inflation, the need for costly imports, even famine can result.

Land and labor productivity, two partial but important measures of performance, reveal several advantages of market orientation. Crop production per hectare is generally higher in market-orientated countries. Of course, factors others than the economic system affect these ratings, such as rainfall levels, inherent soil fertility, and farm price policies that may either encourage or discourage farm efficiency. Japan’s population pressure, for example, has pushed it to increase land productivity, but this explains only about a third of the more efficient record it has than the Soviet Union. The remainder is attributable to policies that, among other things, keep prices high, encourage larger numbers of people to farm, and keep farm size low. Similar policies have placed market oriented Hungary even higher in land productivity.

Ranking nations by agricultural labor productivity shows a dramatic advantage for market economies. European countries enjoy labor productivity rates often double of countries like Poland, Cuba and Lithuania.

Labor productivity naturally tends to be higher when farmers earn high incomes, which in turn indicates higher levels of development, a central goal of economic policy. Strictly regulated prices reduce profitability for farmers, and deprive them of capital to invest in machinery and fertilizers to raise productivity.

Land productivity says little about the ‘total factor’ productivity of an agricultural system, which also takes into account inputs of labor, fertilizer, and machinery or animals. Efficiency can be distorted and productivity diminished by poorly crafted policies. For example, high price subsidies and protective trade barriers account for part of the relatively high land productivity in Japan. Consumers bear the cost of these distortions, paying almost three times the import price of food commodities.

Total factor productivity is relatively easy to determine in a perfectly competitive economy. Ideally, price signals instruct farmers on how much to spend on production, and they maximize their earnings by choosing the least-cost combination of labor, land, machinery, and fertilizer. According to microeconomic theory, they produce at the level at which the cost of their last, or marginal, unit of production—their most expensive ton of grain—just equals the price they receive. They maximize profits in this case, making efficiency and productivity almost synonymous. In non-market economies, on the other hand, prices of resources usually do not reflect their scarcity, and so resources must be allocated by plan, a fact that directly affects productivity.

In Europe resource efficiency in agricultural sector is frequently undermined by heavy farm production subsidies, both with trade barriers and direct budgetary expenditures. The United States is by no means unique among market-oriented countries in failing to adjust agricultural policies properly.

Common Market countries’ agricultural policies drive prices one fourth above world market levels on most products. Such subsidies hurt not only domestic consumers but also exporters of developing countries who could produce more efficiently and sell cheaper. The policies have the aim of preserving and sustaining the farm sector and its way of life. Cut the goal could be equally well served without the damage caused by price distortions if governments substituted direct income transfers for agricultural price supports.

Western nations, nonetheless, have long satisfied basic and fiber needs, and government policies have played a major role in this success. When policies such as minimum price supports are introduced in order to ensure food security and stabilize markets—this is, when supports are set below international market levels—they can be useful. When supports exceed world market levels, however, they interfere with trade, stimulate environmentally disruptive over production, waste taxpayers’ and consumers’ money. These distortions, like their more pervasive counterparts in planned economies, have political motivations that may well be worthy. Globalization

The world of today is barely recognizable when compared with the world, which faced our parents when Pakistan was created. And it is a radically different world to the one that challenged our grandparents' generation when they were young adults. Of course, change has always been with us, but the difference today is that the pace of global change is quickening.

Globalization is shaping and reshaping today's world and the world of tomorrow - your world - in extraordinary and far-reaching ways.

The defining feature of globalization is that firms, social networks, political structures and information flows are increasingly being organized along trans-boundary lines with the emphasis on the exercise being undertaken rather than on traditional boundaries. What globalization is teaching us then is that the greatest security we have comes from excellence, innovation and adaptability. It comes from the dynamic ability to deploy and expand our skills and talents as individuals and societies. It comes from knowing that we have the strength and resources to meet any challenges that come our way - not always by ourselves, but often with the help and support of our friends and neighbors.

The real choice for most other people in the world is the extent to which we participate in a wealth-generating process of global proportions, and harness its potential, not whether we participate. That is why the future will belong to those who embrace globalization and are willing to prepare for it. And education is the key to preparing for our shared, global future.

The world of tomorrow will require people with a genuine depth and breadth of talents - not just the formal skills found in the engineering, scientific, economic, legal, medical or other professions - vital though they are - but many other skills as well. The global information and telecommunications revolution is an excellent example of what I am talking about.

New forms of communications technology, emerging by the month, are ensuring that no corner of the world will be untouched by globalization. The notion of a purely domestic market is becoming obsolete with the spreading use of the Internet. Once a product or service is available on the Internet, it can be sold to the world at large.

Recent estimates suggest that the value of goods and services transacted on the Internet will grow from its current value. And before too long, it will be possible to access the Internet not just in English but in the user's own language.

The fast growing services sector is another dynamic part of the global economy, which offers unique challenges and opportunities for tomorrow's professionals. To succeed in this demanding sector, you will need to understand and work in a range of different cultures, languages and legal and financial systems. You will need to think and act in region-wide and global terms.

That is why tomorrow's world will require people who are willing to embrace the world around them and all that it offers. It will require people who can shape global and regional forces to the advantage of their societies and enterprises, and not be cowered and defeated by them.

Above all, the 21st century is the century of the knowledge worker. Universities are sources of the new knowledge, which will be needed by tomorrow's leaders, and are key repositories of the wisdom and insight we have garnered to date.

If the process of global enrichment is to continue unabated, universities and other applied institutions will need to drive the development of global knowledge workers. Pakistan needs to make a strong policy commitment to promoting education, not just for Pakistanis but also for people from throughout the Asia, Africa and beyond, in preparation for the new era.

I know that the new skills and insights people have gained will help them build their own futures with pride, and the futures of our countries with equal pride. But the vital contribution people make to the success and stability of Pakistan will do more than enhance the lives of their friends and families. It will lay the foundations for the well-being and security of people throughout the Asia.

I believe that Pakistan needs to do something to recognize this important link between knowledge and the development of better and more effective relations between countries. We need to harness the intellectual `horse power' of the Pakistan’s university system. We need to place this unique educational asset in the service of our national interests more systematically and productively.

Pakistan has a proud history of educating people. Today we are confronted with the challenge of preparing the worthy custodians of that tradition.

According to UNESCO's global estimate, 1.35 million tertiary students study outside their home countries. And Pakistan hosts a number not worth considering of these students on a per capita basis than other Asian countries. This is a clear indication not just of the quality of our institutions but of the little primacy we attach to education and particularly our national identity established by the West after the 9/11. Lucklessly this identity has been tarnished mostly by the power that considers Pakistan as the major ally in its war against terrorism. Pakistan must do something to scratch out this image.

Pakistan has great institutions with remarkable traditions of excellence in higher learning and personal development. Nobel Laureate Dr Abdul Salam symbolizes this tradition.

A successful global future requires a global education, and it requires deep respect for the cultures, values and experiences of others. It also requires advanced studies in reading the futures, upcoming trends and above all corporate and administrative creativity. They need to tailor courses for our future policy planners to study creativity and innovation.

Being a developing country Pakistan’s industry is emerging and in a buildup stage. Hence informed decision-making in investment is significantly needed. It should use commercial intelligence as a tool to have a nodding acquaintance with future trends and sneak out of stereotyped and monotonous thinking. Asif J. Mir, Organizational Transformation

A Dehydrated Future is coming

Water resources are declining and different UN reports confirm that serious shortages are occurring soon. Thus we see a future when there will be no or less drinking water.

Access to water is a human right. Current declarations on human rights include basic water needs sufficiently. Basic water rights focus only on water for domestic use, and speak only of amounts of the order of 30-50 liters per person per day. Nonetheless, for many poor people, access to water for productive purposes is a crucial basic need as well. This is because water is a key factor of production in agriculture and for most other forms of economic activity that are vital to the livelihoods and opportunities of the poor.

Some question the wisdom of providing water of drinking quality at great expense, only to have a large share flushed down toilets, to carry waste, where after it is cleaned again for the few that can afford this costly practice. Opinions differ: some water experts advocate ecological sanitation, others dry toilets, some people argue that only bottled water should be of drinking quality and piped water quality should be limited to fit all other use made of it. All these alternative approaches deserve more attention.

Water infrastructure of Pakistan is turning into archaic. Reservoirs are silting up irrigation networks and turning disrepair. Groundwater levels are falling in important aquifers that have contributed substantially to food security in recent years by providing water-on-demand to millions of farmers that tapped them using tube-wells to grow their crops. This situation has impacted adversely causing a serious scarcity of water resources. This scarcity has hit the poor and vulnerable-first and hardest.

Pakistan’s per capita water availability in 1951 was 5,650 which has fallen to around 1,200 cubic meters 1,200 and with current population growth rate, it will be reduced to 1,000 cubic meters by the year 2012. So the hard reality that we as people faced today is that Pakistan in the past fifty years has turned into a water-scarce from a water-sufficient country and the situation continues to go downhill. This is the specimen of a mismanaged case.

Pakistan is the victim of repeated wrong planning of its land and water resources to produce food. All this is due to the pathetic and inert attitude of the technocrats, bureaucrats, politicians and the government as no national policy on water development was framed.

Large-scale development of river and groundwater resources is less acceptable today, for environmental reasons. It is also less cost effective than it was in the 1960-1990 period, when the large majority of the world's 45,000 large dams were built.

Water can be distributed through government institutions or the market. Privatization of water service provision, however, does not imply privatization of water resources. Water is a public good, which should be treated as an economic good where it is used for economic purposes. The public-private sector role nevertheless does not imply the role of multinational companies but the role and significance of the small-scale private sector.

In agriculture, private farmers have been largely responsible for the major investments in groundwater development. This groundwater use has contributed significantly to food production and the creation of wealth in rural areas. But government has failed to elaborate rules and mechanism ensuring that groundwater is used in a way that minimizes the risks of over-use and protects groundwater quality.

Increasing the efficiency in irrigated agriculture can result in large water savings. The UN Secretary General once rightly uttered: We need a Blue Revolution in agriculture that focuses on increasing productivity per unit of water. Indeed, at the farm level, the focus on water productivity in physical terms, crop output per unit of water, is a necessary and useful framework. Likewise, appropriate soil fertility and plant nutrition management can be a way to achieve more crops per unit of water. Water productivity at the basin level must be defined to include crop, livestock and fishery yields, wider ecosystem services and social impacts such as health, together with the systems of resource governance that ensure equitable distribution of these benefits.

For sustainable development, it is clear that better water management should be a means to reduce poverty. Strategies to address water-poverty relationships need to improve the different capabilities of the poor in their battle against poverty. These strategies also need to address the pervasive gender issues in water. Those affected by water problems are too often women, while those deciding on solutions tend to be men. Building gender-equitable capabilities of the poor to manage their water resources should also be at the heart of capacity building in the water sector.

The Provinces should formulate a water supply master plan and continuous planning process to estimate demand for drinking water and identify alternative ways of meeting that demand.

They should also establish and allocate resources to local governments for the preparation of provincial-mandated water supply plans. The Provinces should also enact legislation requiring local governments to formulate and administer comprehensive watershed protection programs in designated future water supply watersheds.

A system needs also to be evolved to promote the adoption of best management practices to minimize agricultural erosion in designated future water supply watersheds by funding and extending existing state cost-sharing programs to those watersheds and by targeting federal, state, and local technical assistance programs to them. A framework also has to be in place to increase technical assistance to local governments to help them prepare and administer watershed protection programs for designated future drinking water sources.

In evaluating alternatives for conjunctive use, water managers should also view ground water as more than a supplement to surface supplies. In particular, managers should assess the value of ground water in optimizing storage capacity, enhancing transmission capabilities, and improving water quality of the system. Asif J. 21st Century Companies

growth, Organizational leaders agree that versatility and the ability to envision possibilities set a plan of action in the midst of chaos are qualities, which produce success. Organizations need more than members who adapt to changes. More importantly, they need members who can produce changes within the organization. Organizations of 21st century need leaders.

Successful companies have figured out the secret to success in the 21st century - that of process excellence. Future success seems will come to those companies that figure out functional management innovations in the 20th century augmented with process excellence, which places more emphasis on end-customer satisfaction than optimal utilization of company resources.

The 20th century saw organizations embrace functional management concepts that divide the company into functional silos such as product design and management, order management, manufacturing, finance, sales/marketing, warehousing/logistics and customer service/support. This approach saw the growth of many large companies. Functional management concepts help streamline an otherwise chaotic set of activities into logical groups and helped large organizations function effectively. They helped organizations make the transition from an agricultural age to an industrial age.

Since the last decades of the 20th century, computer technology and communications have become cheaper and more powerful by orders of magnitude, in the rendering many of these 20th century functional management approaches obsolete. The 21st century demands a transition from an industrial age to an information age, and a process-excellence approach is the alternative that will augment a functional management approach for optimal organizational performance.

Organizations have started talking about order to cash cycles, viewing the end-to-end demand chain and supply chain from customers’ point of view rather than functional silos such as finance, sales and marketing and manufacturing.

This process excellence view has evolved from companies’ realization that it is an unfair burden on the end customer to have to deal with the companies’ functional silos when doing so adds no additional value to the products or services they buy from the organization. Functional silos are for internal efficiencies of a company. A number of trends dictate that only process excellence combined with functional management will work in the future.

The 21st century has starting out with computers and communications enabling order of magnitude and faster, cheaper execution of business processes, often spanning multiple organizations and even multiple continents. Dell, UPS and FedEx have computer systems that any organization can seamlessly integrate with and provide visibility of processes to end-customers. Here, the emphasis seems to have shifted considerably to one of process excellence rather than functional excellence. In fact, UPS formerly picked up Toshiba laptops that customers want to send back to the company for Warranty repairs. Now UPS finds it can deliver a more efficient and effective process by also doing the repairs in their delivery center.

If I am an end customer of a company that sells me goods or services, I am more impressed by efficient and effective processes that benefit me, rather than how well the functional silos if they perform internally. Process excellence is one of whether the end customer’s expectations are met faster, cheaper and more effectively. Many organizations have started asking the question regarding any activity within a company: why should the customer care? This brings up a process orientation to most activities even if different functional silos within a company perform parts of processes. If an activity does not directly add value to the end customer, process excellence demands that you try to eliminate it or at least make it faster.

Many organizations are starting to make available single points of contact for customers, especially their valued ones. These single points of contact or account managers navigate the internal processes with the functional silos of the company on behalf of the customer within the organization and get things done. After all, why should the customer care about billing and provisioning departments of a telecommunications company? They have placed an order for a new landline and it is the telecom company's responsibility to take the order and deliver the landline. Process excellence is the key here.

Those that have slower process cycles do not stand a chance of competing very effectively in the longer run with nimbler online alternatives. A very heavy process orientation and excellence is the only way the older ways of doing business can right themselves and prepare for the 21st century.

With digitization and automated workflow, people within the company or an outsourcing vendor can perform the same business process without concern about physical location! Digitization and automated workflow have enabled process excellence to be realized at levels not possible before.

Companies such as UPS and FedEx already make it possible for any company's computers integrate with their internal systems effortlessly, eliminating unnecessary and inefficient manual steps between companies. For example, once an order is picked and packed at a company warehouse, the company computers can talk to UPS or FedEx computers and create a delivery order and a tracking number. UPS or FedEx employees will not have to key in all these details again.

General Electric and Motorola have popularized Six Sigma approaches to quality management. Six Sigma and Lean Six Sigma impose a process discipline when applied. These are increasingly being applied outside of manufacturing, where they originated, and being applied to all kinds of business processes like product service and support, healthcare and so on.

The last century contributed functional management as a way to do things more efficiently and effectively within organizations. However advances in technology and innovative new companies have brought process-oriented approaches to doing things that make it easy for an end customer to do business with them. A process orientation and process excellence that augments functional management seems to be the secret to success in the 21st century. Organizations that leverage the latest technological advances and trends in a relentless quest to make business processes more efficient and effective will be the only ones that survive. Consumption

Compulsive worship at the altar of consumption has brought humanity to the edge of an environmental abyss—depleting resources, spreading dangerous pollutants, undermining ecosystems, and threatening to unhinge the planet’s climate balance.

Endless economic growth driven by unbridled consumption has been elevated to the status of a modern philosophy. Contemporary economies are capable of producing huge quantities of goods at very low cost. This leads both producers and consumers to regard more and more products as little more than commodities that can be discarded relatively quickly rather than items that embody valuable energy and materials and that should be well maintained and designed for long life spans.

From the standpoint of global justice and equality, the solution cannot be a system of consumer apartheid that upholds western binge habits but denies the poor a decent standard of living. Instead, the rich need to curb their outsized material appetites.

To support the move toward a less consumptive economy, consumers and producers need to pay close attention to the full lifecycle of products. This means they need to concern themselves not just with the characteristics of the product itself, such as how much energy its use may require, but also with the materials and production methods used to manufacture the product and the kinds and types of wastes generated in the process. In addition, both consumers and producers need to consider how effectively goods actually deliver wanted services and comforts, how long products last, and what happens to them once they reach the end of their useful life.

A range of tools is at the disposal of governments, companies, and individual consumers to make progress toward the overall goal of a less consumptive economy. To make a difference, however, these efforts need to be scaled up considerably, and political and structural barriers to change must be struck down.

Most material flows in industrial economies—including waste materials from industry, carbon dioxide and other emissions, and soil loss from farmlands—serve no useful purpose whatsoever and never actually pass through the hands of any consumer. Dealing with these hidden flows will require downsimaterial, zing some of the most destructive activities, such as mining, smelting, and logging. Improving energy and materials efficiency, boosting recycling and reuse, and lengthening the lifetime of products can accomplish this, so that there is far less needs to extract virgin raw materials. But there is also ample space for reducing the environmental impact of the goods and services delivered to consumers—including through dematerialization, clean production, and zero-waste closed-loop systems.

It is much more likely that resource consumption will be minimized and the generation of wastes and emissions avoided if manufacturers factor environmental considerations in from the very beginning when they design products, develop production technologies, and select materials.

Around the world, a growing number of governments are adopting extended producer responsibility (EPR) laws that require companies to take back products at the end of their useful life. These typically ban the landfilling and incineration of most products, establish minimum reuse and recycling requirements, specify whether producers are to be individually or collectively responsible for returned products, and stipulate whether producers may charge a fee when they take back products.

The goal of EPR is to induce manufacturers to assess the full lifecycle impacts of their products. Ideally, they will then eliminate unnecessary parts, forgo unneeded packaging, and design products that can easily be disassembled, recycled, remanufactured, or reused. The EPR approach has spread beyond packaging to encompass a growing range of products and industries, including consumer electronics and electric appliances, office machinery, cars, tires, furniture, paper goods, batteries, and construction materials.

Durability, repairability, and upgradability are essential to lessen the environmental impact of consumption. For easy refurbishing and upgrading, a “modular” approach permits access to individual parts and components, which allows them to be replaced easily. By working to extend and deepen useful product life, companies can squeeze vastly better performance out of the resources embodied in products rather than selling the largest possible quantity. Although fewer goods will be produced, there will be greater opportunity and incentive for companies to maintain, repair, upgrade, recycle, reuse, and remanufacture products, and thus greater business and job potential throughout the life of a product.

Governments and communities can strike a better balance between private and public forms of consumption by expanding organized sharing of facilities and amenities. Government action is also indispensable in overcoming the immense structural impediments to lower consumption levels and to more public forms of consumption. Nowhere is this more pronounced than in transportation: low-density, sprawling settlement patterns translate into large distances separating homes, workplaces, schools, and stores—rendering public transit, biking, and walking difficult or impossible. Improved land use planning, environment-oriented norms and standards, and the creation of a reinvigorated public infrastructure that allows for greater social provision of certain goods and services will help ensure that consumers are not overly compelled to make consumption-intensive “choices.”

Another key area where government action is needed is consumer credit. The savings rate in most countries is falling, while household debt is on the rise. Credit card spending is also expanding rapidly among emerging middle-class consumers. Governments could help consumers by offering advantageous credit terms for certain efficient, high-quality, durable, and environment-friendly purchases. Governments can also design policies that offer tax rebates for the best-performing products, while taxing those that fall short of standards.

An important tool that governments can wield is procurement. By buying environmentally preferable products, government authorities can exert a powerful influence on how products are designed, how efficiently they function, how long they last, and whether they are handled responsibly at the end of their useful lives. Well-designed purchasing rules can drive technological innovation and help establish green markets.

Prominent among the measures governments can take are recalibrating tax and subsidy policies that encourage greater consumption, pursuing pro-environment procurement rules, and establishing appropriate product standards and labeling programs. (www.asifjmir.com)

Women of Future

Through and through sexual harassment is not the end of gender mistreatment. Far worse than the emotional violence is the physical violence which men unleash on women. The tormenting statistics are ubiquitous. In US every 15 seconds a woman is battered and every day husbands or boyfriends kill 4 women. In Bangladesh 50 percent of all murders are murders of wives by their husbands. Pakistan—a tall Muslim country—also incubates serious state of women affairs. Rapes, harassment and assault by husbands and in-laws are commonplace. This establishes the exorbitant violence directed towards women specifically by men, and indirectly by social and cultural mores.

Many feminist theorists claim a strong link between the behavior of the male gender and male institutions towards both women and the Earth. The violence against women is mirrored in the levels of environmental destruction now taking place across the planet. The idea that nature is female is a common assumption shared by many cultures across the globe, and now Mother Earth is being abused just like many of her daughters.

Right or wrong, it is clear that in many parts of the world, it is "woman's world" which is being threatened the most by so-called development: forests, agriculture, fuel sources, housing, and water resources are being destroyed at alarming rates. Those resources are the basic elements of life for a majority of the world's women and the decline of those resources put the greatest pressure on women. It is male-dominated institutions, which are largely responsible for this sad state of affairs and women are asking for a change.

All the same, in advanced countries, the pressure is on women to perform in the public sphere and to maintain much of the status quo on the home front. While women have succeeded in making some trespasses into decision-making positions in business and government, they are still expected to perform traditional functions of maintaining a household, taking care of the kids, fixing the meals, and being a good spouse—a difficult exercise.

Springing from the premise that the personal is political, radical feminists argue that to adopt traditional political methods would be to play into the hands of male institutions. They seek instead to recreate their own world, their own reality, and seek to give energy to new woman- centered institutions rather than the old male ones. They build new theories of dominance and power and begin to look at the origins of male dominance, which soon became known as patriarchy. Mythic remnants of pagan mother-goddess worship can be found in nearly all divine religions: Islam, Judaism, and Christianity. The importance of the Virgin Mary in Catholicism is a classic example.

There are at least three mini-trends that result from deep-seated feminism, which could alleviate the rising power of women. One of those might be abnormal separatism, a tendency for some women to reject men entirely—as some sort of evolutionary mistake. This movement is an acceptance of an entirely different paradigm.

There are images of women about the future, which come from feminist literature. This entire group is science fiction or fantasy novels, which hypothesize a future world either dominated by women or a world in which men and women share power. Most of these utopian novels have common elements: societies at one with nature, decentralized, and to some extent communal societies.

Other images are also described in the literature. They describe a high tech future where women are treated no less than props.

Normal images of women’s futures are ubiquitous in commercial advertising and multimedia. Mainstream, business-as-usual images picture women in fairly conventional roles, more often than not as sex objects.

Biologically and physiologically men and women can be constructed similarly or differently. (In West) sex change operations have become routine, so changing gender is no problem if they decide they were born into the wrong type. Physiological differences are already narrowing between men and women in advanced countries due to improved health and vitamin use. The most dramatic evidence of this phenomenon is the narrowing gap between men and women’s athletic records.

Psychologically, women are increasingly in charge of their own procreation, bodies, financial and political lives, and a burgeoning women’s culture.

One way to make some sense out of these sometimes converging and sometimes conflicting trends is to consider a range of alternative futures for women. These scenarios are suggested in some cases by the images of the future that woman have and others are suggested by the major trends.

In one scenario there is business-as-usual where women continue to obtain their rights but becoming more like men. Women are able to achieve equal pay for equal work, but also get equal rates of high blood pressure, heart disease, and other stress-related disorders. Women in the Developing World will continue to be exploited and violated.

In another scenario future technological changes totally separate procreation from sexual recreation and gender roles; gender change becomes a simple procedure. Children are designed from the best genetic material and are expected to experiment with both gender roles.

Yet another scenario describes a different future where men will put them back in their place. This might occur after a major global ecological or economic catastrophe. In a backlash against women, polygamy and female slavery might reappear.

And yet additional scenario the basic differences between genders are maintained, but women share power with men equally. In this future there would be less gender-based divisions of labor and parenting would be a shared responsibility. Other features of this future are a more harmonious relationship with nature and a stronger community orientation.

These scenarios are just sketches of the alternative developments of the 21st century, but with a bit of luck challenging. Whether we approve of the changing status of women, or not; whether we accept the need for greater power for women, or not—we must prepare ourselves for the coming changes to our worldview. Next War with India: Over Water --- not Kashmir

Water, not unlike religion and ideology, has the power to move millions of people. Since the very birth of human civilization, people have moved to settle close to water. People move when there is too little of it; people move when there is too much of it. People move on it. People write and sing and dance and dream about it. People fight over it. And everybody, everywhere and every day, needs it. We need water for drinking, for cooking, for washing, for food, for industry, for energy, for transport, for rituals, for fun, for life. And it is not only we humans who need it; all life is dependent upon water for its very survival.

Water as a resource is more paramount than oil; it is essential to all daily human activities. Water is becoming a very valuable commodity, yet freshwater resources are unevenly distributed. This scarcity in water has triggered desperation in countries that already have little access to water, let alone reliable water supplies. This desperation usually cannot be resolved by negotiations. If governments or rebels want water badly enough they resort to force to obtain it.

For centuries war and conflict has been tied to the protection of water resources. With the risk of water shortages becoming more and more of an issue, it has become the fuel of certain conflicts between Pakistan and India. Water Wars are becoming inevitable in region's future as the misuse of water resources continues between two countries that share the same water source. International law has proven itself inadequate in defending the equal use of shared water supplies in some parts of South Asia.

India has emerged as a major culprit in bullying its neighbors over the distribution of water. The unequal bargaining power of India and its small neighbors such as Nepal and Bhutan is seen as a crucial stumbling block in joint harnessing of Himalayan waters.

A water war between India and Pakistan is inevitable in the future. Apart from other native, vernacular, political, and national sound reasoning, Pakistan's prime interest was to secure its water resources.

Though Kashmir is a political conflict, one of its dimensions is linked to water, because all water resources for India and Pakistan generate from Kashmir. The head-works of main Pakistani rivers originate in India.

The Indus River Basin has been an area of conflict between India and Pakistan. Spanning 1,800 miles, the river and its tributaries together make up one of the largest irrigation canals in the world. The basin provides water to millions of people in northwestern India and Pakistan. Dams and canals built in order to provide hydropower and irrigation has dried up stretches of the Indus River. Water projects have further caused the displacement of people and have contributed to the destruction of the ecosystem in the Indus plain.

The enmity between India and Pakistan over water started early when India discontinued water supplies to Pakistan. Hard bargaining and the mediation of the World Bank led to the world acclaimed Indus Water Treaty in 1960. The treaty allocated the three Eastern Rivers — Ravi, Sutlej and Beas — to India, the three Western rivers — Indus, Jhelum and Chenab — to Pakistan. Pakistan was to meet its requirements of its Eastern river canals from the Western rivers by building replacement works. Safeguards were included in the treaty to ensure unrestricted flow of waters in the Western rivers. Also both parties were to regularly exchange flow-data of rivers, canals and streams. A permanent commission known as the Indus Waters Commission was constituted to resolve the disputes between the parties. This treaty is globally respected that it has survived wars and periods of acute tension between the two hostile neighbors. However, the treaty has encountered hiccups wherein some contentious issues have cropped up.

The 430-megawatt Baglihar power project on river Chenab is one such plan since it violates the treaty. India argues that the treaty allows construction for power generation if there is no diversion of water flow.

Wullar Barrage is another controversial issue, which has the potential to ruin the entire system of the triple canal project within Pakistan. Pakistan has protested because Wullar Barrage’s capacity is 300,000 acres feet, which is 30 times more than the capacity permitted by the Indus Treaty. India is already in control of the Chenab River through Salal Dam constructed in 1976 and many Pakistanis disapprove of the yielding of the Salal Dam.

Yet another issue is the Kishen Ganga project, a (390 MW) hydropower-generating unit on River Neelam in Indian Kashmir. It affects Pakistan’s Neelam-Jhelum power-generating project. However, the most significant point in the history of the treaty was when in 2001 India unilaterally tried to withdraw from the treaty. Despite the inadequacy of the international law, the fact that the treaty has another signatory (World Bank) helped Pakistan protect its legal claim to her rights in the treaty.

Political issues let countries use its water as a tool to maneuver and pressurize the other. A different water/border related dispute is that of Sir Creek. India wishes to follow the 1914 treaty between the then Government of Sindh and the Rao Maharao of Kutch in which the boundary was agreed to run through the middle of the creek as the border. According to Pakistan’s view the boundary should start with the Eastern Bank, on the basis of the resolution Map of 1914, drawn up by the British governor of Bombay.

If India and Pakistan take a political decision to restructure their relations, they will have to ensure that water serves as a flow to bring them together, rather than taking them further on the course of conflict. (www.asifjmir.com)
